March Library Closures
All branches of the Law Library will be CLOSED on:
- Wednesday, March 31st in observance of Cesar Chavez Day
Normal hours of operation will resume on Thursday, April 1, 2010.
A Mexican American farm worker, Chavez led the "first successful farm workers union in American history, achieving dignity, respect, fair wages, medical coverage, pension benefits, and humane living conditions...for hundreds of thousands of farm workers."
His birthday has become Cesar Chavez Day, a state holiday in eight US states. California Governor Arnold Schwarzenegger proclaimed March 31st as 'Cesar Chavez Day' by issuing a Proclamation in 2005.

Witkin Awards Dinner This Thursday
The Bernard E. Witkin Awards Dinner is here! There are many interesting items to bid on for the silent auction, including restaurant gift certificates, museum tickets, theme park admission passes and more. Several items will also be raffled off throughout the evening.
The event will be held at the Sheraton Hotel & Marina (Bay Tower), 1590 Harbor Island Drive, San Diego. The cocktail hour starts at 5:00 PM and dinner is at 6:00 PM.

New Resource & Materials Added to the Collection
This month's featured resource:
Family Law Financial Discovery

This CEB publication gives the family law practitioner the tools needed to develop a discovery plan. Despite disclosure statutes many spouses withhold information about their assets and incomes.
This book covers all aspects of discovery of community property, whether through formal or informal methods. Coverage includes privileges, mediation issues, dates of separation issues, protective orders to prevent discovery, sealing of financial court records, and also helps decide support, and determine attorney fees.
Sample forms are included on the CD inside this resource, which is available at all branch locations. This resource is also available in electronic format through CEB OnLAW from all Library computers.

Free Tax Prep Assistance at Law Library

The Law Library is participating in the American Association of Retired Persons (AARP) Tax-Aide program this year with appointment dates available on Thursday, March 25th and Thursday, April 8th, between 9:30am-2:30pm.
AARP Tax Aides will be available to help individuals prepare and e-file federal and state individual income tax returns. Assistance is available to most individuals regardless of age or income level and you do not have to be a member of AARP to receive assistance.
Pre-registration is required as space is limited. Interested persons must sign up at the Main Library's Circulation Desk or by calling (619) 531-3900 no more than 7 business days prior to the preferred date. All reservations must also be confirmed the day before your scheduled appointment.
If you are unable to make an appointment at the Law Library or need help with complex Schedule C filings or depreciation calculations, check the Internal Revenue Service and California Franchise Tax Board websites for a listing of available free and fee-based e-filing services.

Electronically Fill In and Sign Any Form Free Online

FillAnyPDF is a new online service that allows users to upload any PDF, PNG, JPG, or GIF file, then fill it out and sign it before printing or sending it over the Internet. Once you upload the form, it is ready to fill in. Users just need to email the link to the recipient who can then fill out the form using FillAnyPDF's site. There is nothing to download.
The service's software allows users to do a variety of editing. They can blackout or redact part of a document and "whiteout" or highlight parts as well. The software also allows you the option to insert images or HTML tags.
Users can even sign the documents online by handwriting their name using their mouse or writing pad to create a signature. It may take some practice before your digital signature comes close to your original. The site's software provides for legally binding digital signatures, such as a typed name, as well, because it features IP logging and tracing features.
Users can set up free accounts that are password protected to save completed documents. The site uses 128-bit SSL security to help ensure users' privacy and security.

New TILA Amendment Protects Consumers

The Credit Card Accountability and Responsibility (CARD) Act of 2009 took effect on Monday February 22, 2010, amending the Truth in Lending Act (TILA) of 1968. The new rules will help protect consumers against unfair practices by credit card companies.
In his speech on the day the Act went into effect, President Obama stated, "We are shifting the balance of power back to the consumer and we are holding the credit card companies accountable."
